The totems are gaining the power charge. They have 0 maximum power charges. This is exactly the same as totems gaining frenzy charges already works (and how power siphon works on RAT). The totem used the skill, not you, so only it can gain the charge.

Spell totem-spell is affected by generic “increased cast speed” nodes in the tree as well as totem specific “Spells cast by totems have x% increased cast speed” nodes. Flame totem and swt are NOT affected by the latter.
