This Data Vault appears to only be accessible by having Leverage 3. This is not the case. Head back into the stairwell and look for grey piping running upwards. Use this pipe to climb to the top and then drop down into the Data Vault area.
How do you get into deep storage security booth?
The door to the Security Booth is locked, but it is possible to get in. Grab a cup or any other small object and use Mimic to roll into the tiny Security Booth window. You can also use the GLOO Cannon to reach the vent to the right of the Central Repository door. Enter the vent to drop into the Security Booth.

Use the computer to open the door to the Central Repository. Leave the Security Booth and make your way into the Central Repository.
