Can you activate abilities before draw step?

The first action you take in your draw step is to draw your card for the turn; this action doesn’t use the stack and can’t be responded to. So, by the time you do get the opportunity to cast spells or activate abilities during your draw step, you have already drawn your card for the turn.

When can you tap an artifact?

You’re allowed to tap any artifact for it. Any permanent can become tapped, given the right combination of other cards, even enchantments (You’re right that you normally cannot just tap a Howling Mine because you want to.).

Can you tap artifact creatures first turn?

Yes, as long as it’s not a creature. Only creatures are affected by summoning sickness. If March of the Machines was in play or Ratchet Bomb became a creature by other means, you wouldn’t be able to tap it if it came under your control that turn. Otherwise, it can tap immediately.

Scry is a keyword action that allows a player to look at a certain number of cards from the top of their library and put them on the bottom of the library or back on top in any order.

Is tapping land an activated ability?

Tapping a land doesn’t actually produce mana, activating its ability does. Tapping is merely the paying of the cost to do so. Unlike abilities that read “Whenever enchanted land is tapped”, it’s not actually tapping the land that causes Underworld Connections’s effect.

Can you enchant a tapped creature?

Nope, you can enchant a tapped creature just fine. If it said “enchant untapped creature”, it would have to be an untapped one, but you can enchant a tapped one. When the ability triggers and tries to tap the creature, the game sees that it’s already tapped and goes “Oh well, never mind”.
